As everyone knows, the development of a renewable energy project involves generating a very large volume of documentation related to it. This includes the processing of necessary permits, licences, and authorisations, technical documentation of the installation, and contracts and/or agreements that will remain active throughout the development phase of the project, as well as during the subsequent operational phase. These elements are critical to ensuring the project's success from both a functional and performance perspective, as well as from an economic results and profitability standpoint throughout its useful life.
Furthermore, the period leading up to the signing of the Provisional Acceptance Certificate (PAC) and the start of the project's operational phase is especially complex and critically important. During this time, multiple milestones must be achieved within a short timeframe, making it essential to have a clear and comprehensive overview of the project's status, as well as of any aspects that may pose risks or could be improved in the medium and long term.
At Vector Renewables, we have identified the need among various clients to carry out a thorough review of all documentation and to prepare an executive report, which we have named the DDT Handover Report Before PAC. This document not only summarises all the most relevant information at a documentary level but also evaluates all contracts, agreements, permits, licences, and technical documentation, with the following main objectives:
- Identifying missing documentation: Primarily to inform of the absence of mandatory documentation for a project of this nature, as well as to highlight any documentation that may be recommended.
- Assessing potential risks: An evaluation of all contracts is conducted, and a summary is prepared for each one, enabling a quick understanding of the most important parameters, such as duration, milestones, economic aspects, and scope. Any aspects that could pose potential risks to the project are identified, and each detected anomaly is accompanied by a recommended corrective action.
- Recommending improvements: Additionally, an evaluation is conducted of aspects that, while not representing a breach, are identified as areas for improvement. Recommendations are included for each aspect that is considered a potential risk.
The document is designed to ensure that the review is as efficient and concise as possible, without compromising the depth of the documentation review. The result is a comprehensive report that provides the project owner—whether they are the original developer or have acquired the project—with a general overview of the project's status. This enables them to quickly identify, through a summary document, aspects that are correct, pending, or in need of improvement.
Such a document is particularly necessary during the final phase of project construction, prior to PAC signing, to ensure a global perspective of the project that can be reviewed by various stakeholders at all levels during this critical stage.
